As if Congress didn’t have enough major issues to tackle, they decided back in 2010 to address the apparent problem of audio volume levels for television commercials. The result is the Commercial Advertisement Loudness Mitigation Act – or CALM Act. With FCC enforcement beginning back in December 2012, lack of compliance could result in a fine for TV and video production companies.To date, over 20,000 complaints are being processed every year by the FCC. This means you need to make sure your television spots are CALM Act compliant.
Although television stations and broadcast networks were required to upgrade hardware for FCC compliance, the effectiveness of the station processing can be compromised by commercials with manipulated audio levels at a higher perceived loudness. In fact, many television stations and networks are now rejecting commercials that are not CALM Act compliant. This has now forced production companies to make sure the audio portion of their commercials meet ITU BS.1770 requirements with a measured perceived loudness of -24 LKFS.
